Yep, correct, but their normalization model still follows this logic. After all they want to provide a mark for the provided quality on the same print size.
The effect on the different characteristics is similar to downsizing. You can exchange "downsizing" by "compression".
They are not comparing the results at 100% magnification (on the same space) as on your screen.
The approach is fine from my perspective.
