Why should we compare a 17mm vs 24mm lens in this respect ? Apples 'n Oranges - at least from my perspective.

I think the figure legend for the tilt images should read horizontal and vertical tilt, not shift... right?

Not made for APS-C, which is neat though, because it then can perform a double roll (27mm on APS-C and 17mm on FF 135 format).
