I'm assuming you are trying to play with the contrast between a Ferrari and an old person using a walker?

Good idea, but I'm not sure about the execution.

My eye keeps being drawn to the bicycle's handle rather than the car/person.

No; It's hard to see that the red thing is a Ferrari. The bicycle is very distracting. There's a lot of other clutter (the shadow, the other cars). A more front-on picture with a slightly lower angle would make the Ferrari more obvious and less like a mistake, as well as remove some of the distractions.
