The IS II looks already cheaper than the current IS I. At some stage these cost-cutting measurements are just brain-dead.

A 200-400/4L is pure lens porn. The costs will be well about 5000EUR so the audience is limited to professionals and rich amateurs. This is limiting the number of potential readers by quite a margin and it's also the reason why we haven't tested something like a 400/2.8 L IS II by now.
We are all getting excited by an Audi R8 but the truth is that most of us are really interested in the A1-A4 range (assuming that Audi is your car brand of course).

I think a lot of people like reading reviews of things they never will buy. The dream is more interesting than reality.

Don't forget the effect the aperture plays. The front element(s) will be similar in size to the 300mm f/2.8 which will dominate the glass cost.

It's not just faster, it's also constant. As soon as a zoom becomes a constant aperture lens it's usually much larger than a variable aperture lens of the same range, even if the max aperture of the variable aperture lens is the same as the max of the constant lens.
