It depends on the position of the focussing group(s), where the focus ring is best placed. This then determines the position of the other rings. Not optimal, but understandable.

One thing is sure for me, if I am getting a 70-200f4 it will be the EF one

The EF 70-200mm f4 L USM does 0.21x magnification at 1.2m. This RF lens does 0.28x at 0.6m. That is a significant widening of FOV, regrettably. For the res, indeed, looks pretty nice.
