That does not even make sense. Printers never print at 300 dots per inch, nor 600 dots per inch. Those values are relics from the black and white post script laser print era.
Your example ANYWAY does not downsize. It makes no pixel merge with others, which is the problem of downsizing. Varying downsize amounts make for varying results. Upsizing is quite a bit less problematic. Especially since printers have a much finer gradation than 600 DPI.
And why are you talking about A4 anyway, It is not Word and an annual report we are talking about either.
Best is not to normalize before measuring, but to normalize the results?
