I was wondering whether IBS is the issue. When the first PEN came out Olympus was very proud to have gotten it that small. I assume the 16 MP sensor needs more infrastructure to get the data off. So they might have needed some time to develop this.
In this context I find Steve Huff's comparison of the GX1 and the E-P3 interesting. He prefers the Oly despite the old sensor.
