He means that if you use equivalent lenses (same field of view, same aperture.. for instance f2 for 4/3rds and f4 for FF), and you for whatever reason need to use the same exposure time, you have to set the ISO setting of the FF camera 2 stops higher.
Which happen to be equivalent... So for instance ISO 100 for 4/3rds and ISO 400 for FF.
Or ISO 800 for 4/3rds and ISO 3200 for FF.
If the sensor technology is comparable, there won't be much in it concerning noise.
