How cheap you want to go will relate to what is cut from the feature list. If this D600 happens at a low price, don't expect a D800 out of it. Basically it has to be cheap enough for people not to just got straight for the D800 in the first place. And at that low price, you don't want to put too many features in that people stop getting the D800. It will be a challenge to find a good balance. Since a lot have cried that 36MP is too much, I don't think 24MP or even less can be the key differentiator.
