You obviously can use coloured filters on RGB cameras. However, the effects will not be the same as with BW film/sensors. Why exactly that is I can not reproduce right now. One obvious problem of course is metering (depending on camera model), which may result in unexpected over or under exposure (or one or more of the RGB channels underexposed, the other(s) over exposed). It is tricky.
Of course, it is better to do the filtering in post processing... but for that you need well implemented colour filters, not the wonkly stuff from PS CS3 and up in its BW adjustment panel.
