You will need a lot of extension tubing to get the 135mm f2 L to 0.7x <img src='http://forum.photozone.de/public/style_emoticons/<#EMO_DIR#>/wink.gif' class='bbc_emoticon' alt='' /> . It will of course offer a bigger subject distance. I do not like the 135mm field of view for macro, though. I rather use longer or shorter (35mm, 55mm, 200mm on APS-C)... I hardly use my 90mm macro on APS-C for macro and close ups for that reason.
The 135mm f2 with extension tubes will also not offer 2.5 stops (Canon figure) IS for close up work...
The 24-70mm f4 L IS USM basically has a 25mm extension tube "built in", and I estimate is that it will offer a range of 0.35x to 0.7x over the focus range, in "macro mode".
When I go FF, and the price has come down a bit, this lens seems to be a nice standard zoom for me, with its weather sealing, the IS and macro mode, constant f4. Would partner the 70-200mm f4 L USM nicely. Still pricy, though.
