You don't understand the problem. Maybe you are not a landscape/seascape photographer.
The image just does not work. It doesn't work because there are some fundamental things that have not been considered.
A classical landscape/seascape shot is almost always made up of 3 components:
- Foreground
- Midground
- Background
Each component needs to "work" individually/independently as well as collectively.
None of the components in the image in question work in any way. Sorry for being so blunt.
I could go into detail what all the problems are but massaging the original RAW file is a dead-end.
