In photography everything is answered with "It depends".
If you want to shoot a wedding and be paid for it then I would say that a full frame is better.
If you are covering events and no one is going to pay you but you want to have some decent quality then a crop camera is just fine.
And if you are on holidays and you don't want to carry heavy gear but you are still serious then even a 1" sensor will get the job done: here
( now I have a seriously serious lens for the system and I can tell you that I would even cover a wedding with a 1" sensor camera)
