While every user has different wishes, the mythical "3D" in general could be described as the D700, or D700 successor now time has moved on. Affordable, high speed, big sensor. Then again, it does sound like for every Canon user wanting a D700 equivalent, there are Nikon users wishing for a 5D2 equivalent. Different cameras more suited to different uses.

It's most likely half and half. Nikon would need to specify performance that can be achieved under worst case conditions, including older batteries which are not in perfect condition but not dead yet, and/or on the lower end of its working charge, while driving whatever external kit as may be required like the lens focus motor. So even if the system can manage full speed under good conditions, they may not be able to guarantee it under all conditions and as such it is more cautious to limit it to something safe.
Personally it would be preferable if they specified the original battery to be of adequate power delivery in the first place.
