The 28 and 35 mm lenses you looked at are only WA lenses on a FF camera. Lenses similarly wide on your D90 would be 18 and 23 mm respectively. Since you indicated you have a limited budget, I'd suggest you look at lenses like the Tokina 11-16 F/2.8, Sigma 10-20, Tokina 12-24, Tamron 10-24 and maybe the Samyang (or Rokinon, or whatever ti may be called in its different guises) 14 F/2.8. The latter is a FF lens, but will work well on APS-C too, of course. It is MF, however, unlike all the other ones, which allow for AF on your D90.
Considering you already own the 18-105, I would seriously consider t he Tokina 11-16 F/2.8. Excellent lens, and large aperture too, for such a lens.
