So, you basically want 15-27mm APS-C for Canon? Problem is that wider than 17mm is hard, for under $350 (new prices). And used prices... unknown, and dependent on availability.
There have not been FF zoom lenses that would cover 15-30m except that one Sigma. Standard APS-C zoomlenses go to 18 or 17mm, not 15. The Canon 15-85mm f3.5-5.6 IS USM is out of your budget (and the wide end has more barrel distortion than you are used to with the 15-30).
So, that just leaves the ultra wide zooms for APS-C, which go wider than you are looking for and stop at 24mm at most.
Tokina 12-24mm f4 DX. Good lens, AC well correctable in post processing. Downside: Can develop a problem with aperture from 12-15mm, well known problem but not covered outside warranty period... SHAME ON YOU Tokina).
Canon 10-22mm f3.5-4.5 USM. Nice lens too, but stops at 22mm already.
The Tamron 10-24mm is optically a bit inferior to the two above.
The Sigma 10-20mm f4-5.6 already stops at 20mm, the Sigma 8-16mm and Tokina 11-16mm even at 16mm.
So there you have it... other than finding a fuctioning 15-30mm from Sigma again, you can't match the focal range, unless you go for the out of budget Canon EF-S 15-85mm.
