Yes, that's a L-bracket, featuring what's called an Arca-Swiss-profile. That's a quick realease system available from several manufacturers (ReallyRightStuff, Markins, Kirk, ... and of course Arca Swiss <img src='http://forum.photozone.de/public/style_emoticons/<#EMO_DIR#>/wink.gif' class='bbc_emoticon' alt='

The strap is made by Markins, but only works combined with the bracket (or anything else that offers a strap hole).
