What exactly is the problem ? We rated it better than the Canon 24-70L and 24-105L (and the Sigma 24-70EX).
The wide open performance as well as the bokeh do not suggest a HR.
The ratings are absolute and as such they have also been balanced against prime lenses.
Something like a TS-E 24 or EF 85mm are better for instance.
