Well, the question is: better for what?
The focal range and aperture is quite different with those two lenses. If you prefer to have a larger focal range, go for the Nikkor (or the Sigma 17-70/2.8-4 OS HSM). If you prefer to have better potential to isolate your main subject from the background, a f/2.8 lens would of course be preferrable. But in this case you could also go for the Nikkor and combine it with a fast prime, like the AF-S DX 35/1.8 or the AF-S 50/1.8.
