The spec at http://www.sony.net says:

"* NTSC / PAL compatibility depends on region"

...

Image size (pixels) 1080 60i-compatible

(NTSC)*

AVCHD: 1920 x 1080 (59.94i recording, 29.97 fps image sensor output / Average bit rate 17 Mbps)

MP4: 1440x1080 (29.97 fps / Average bit rate 12 Mbps) , 640 x 480 (29.97 fps / Average bit rate 3 Mbps)

...

1080 50i-compatible

(PAL)*

AVCHD: 1920 x 1080 (50i recording, 25 fps image sensor output/ Average bit rate 17 Mbps)

MP4: 1440 x1080 (25 fps / Average bit rate 12 Mbps) , 640 x 480 (25 fps / Average bit rate 3 Mbps)

So, since 25 fps is closer to movie standard, its better not to buy these cameras in NTSC regions like USA.

The luminous-landscape site has explanation on why 24 fps is better.

Frame rate conversion is anyway a tough task, it does not matter all that much if you need to convert 29.97 fps or 25 fps to 24 fps.

Unless you just want to slow down the video a bit to turn 25fps to 24fps.

It would be smarter to just get a Canon EOS 550D instead, if 24fps is what you need. Its codec also is easier to work with. I see no advantage in choosing an A55v here.
