They say "1:1.4" but they should say "1.4:1".
The lens would be designated a 100mm f2.8 lens, where the f-value at infinity and 100mm is f2.92 according to the patent info.
There appear to be 3 different optical designs for the 100mm f2.8 1.4x macro in this patent paper.
