The new Nikkor 80-400mm f4.5-5.6 VR is a heavy breather (in the sense that the FOV gets wider at close focus)....
From Nikon's specs:
Minimum focus distance with AF: 1.75m, with MF: 1.5m
Max. magnification with AF: 1:5.7, with MF: 1:5.1
At 1.5 meters that is a max. magnification of 0.196x
In comparison, my 70-200mm f4 gets a more narrow view at MFD, and reaches 0.21x at 1.2m (as does the Nikon 70-200mm f4 VR).
Most tele zooms do breath "negatively" though, so it is not something very strange. The 70-300L from Canon for instance reaches 0.21x at 1.2m, and the Canon 100-400mm L reaches 0.2x at 1.8m.
