The D3/D3s/D30/D300s do not always reach the FPS speed quoted by Nikon, it depends on how difficult the camera finds tracking the subject. Since your info is a bit sparse, I will have to guess that it is normal. The quoted numbers by Nikon just are a bit optimistic. Probably the lens used can also make a difference.
