No, they don't do that. What they do do is an equal amount of border left, right, top, bottom.
So, I got to a sensor size of 21mm wide when measuring the filter thread conservatively. Doing it less conservatively, and probably more accurately, I come to 20mm. Now if we subtract the borders we see around the sensor in our DSLR (which are a bit smaller than 1mm on each side),... we get darn close to the 18.7mm of the G1-X (18.7 x 14mm sensor)? A Canon APS-C sensor usually measures 22.3 x 14.9mm.
The more area you subtract from the green 4:3 area we see in that image, the smaller the sensor gets. But the filter thread size is not THAT unclear that we can not measure it kinda accurately.
