Funny you should mention that... measuring the hotshoe in a similar fashion: 91 pixels wide. That makes it then 19.8mm wide.
There you go, thats pretty much your stated 20mm wide hotshoe. So, totally consistent with my 21mm wide sensor without any borders and the 18.7mm wide sensor when taking your desired borders into account.

Note that I measured the hotshoe on the bottom image, not the top one. This, because the topside of the camera on the top image appears to be a bit smaller and the bottom quite a bit bigger due to the angle.
Of course, since I scaled the images to the Canon logo, which resides near the top of the camera, the sensor appears a bit bigger than it really is, compared to the filter thread.
