That is of course not true. In several Nikon DSLRs NR has been very clear (in RAW). Even by looking at DXO "measurements" you can see evidence of data manipulation. Even with for instance the D3s, you can see a "jump" in the DR/SNR measurements curve between 12800 and 25600 ISO settings. And that is at short exposure times. Several Nikon DSLRs have done extra NR when at longer exposure times (before saving the RAW). This has been seen from the D70 till at least the D3s (have not read up about the D4 and D800).
In the astro-photography it got to be known that if you turned the camera off right after the initial exposure, the real RAW data was still stored and the NR step was skipped. This then was a way to get actual RAW data (important for astro photographers) and it was known as "NR level 3" or something to that effect (level 1 and 2 being NR on and NR off).
To exactly which models this trick worked to get actual RAW data I do not know.
