I have this potential already in my current camera. And that is a 450D! Still I always increase contrast (which is lowering DR).
It is utterly bizarre that you place so much interest in ever higher DR at base ISO. Where it starts to matter (higher ISO) the D7000 loses its ground to the 60D again. So yes, I would be happy with both cameras and most certainly would NOT base a choice on a spec sheet figure like DR at base ISO.
Maybe you have the "gift" of accidently underexposing images by several stops, or are one of those people who feel shadows need "lifting"... I do not do either. High dynamic range photos are unattractive (low contrast is unattractive) generally.
