Another option would be the Mirex adapter, but it's not really significantly cheaper:

You'd also need a quite good (and wide) MF lens. Often a Pentax 35mm lens is recommended (I know someone who owns that combo, I can try to find out which Pentax lens exactly if you're interested).
Zörk products generally have a reputation of being of very high quality.
I'm not sure if the old SSC lens can be used on EF mount cameras.
If you're really interested to get into TS, a used TS-E 24 (not TS-E 24 II) is probably the way to go. Or one of the cheap russian TS-lenses, but the last time I looked really wide lenses were not available (Arsat/Arax 35mm is probably the widest you can get).
Another one: a used Schneider PC-Angulon 28mm f/2.8 lens (shift only). Also available as Leica lens. The question is, if the Schneider can be purchased for significantly less than a used TS-E 24.
Nikon also offered a shift only 28mm lens that maybe can be adapted to EF mount.
