Is there a way to comment on a gallery rather than on
a specific image in it?

A pity ...
How about this:
If someone would like to receive comments on the whole
gallery, he/she could insert a placeholder image containing
nothing (or just the word "Gallery") ... and a
caption "AAA - Gallery comments welcome" ... the leading AAA
should help to sort this image to the beginning of the gallery
if the gallery is set to be sorted by caption.
