I doubt that Nikon foresaw Trump's action in 2017 - they just could not place enough N1 bodies and lenses in the market. So basically they shut down the Chinese plants because of Nikon's poor marketing and their inability to compete with other brands / better concepts .........

Maybe they did (or did not see) Trump's action in 2017 even if only in it's "niggling threat form" but not in it's entirety ..... they could have produced other products there ....... whatever, Nikon will not be looking there any further .....
