It would be. 24 mm is significantly harder to design and create, for 35 mm (d)slr format anyway.
Interestingly enough, the IS and retrofocus part for both new lenses look identical, as well as the two front lenses.
And based on the design, I would say, at first glance, that the 24 may actually show less barrel distortion than the 28, considering the elements surrounding the diaphragm. Whether that actually works out, depends to be seen of course in real life. Oh, and based on the MTFs, if those are true to real life these lenses should perform excellently on a crop camera, from wide open.
